The constitution of former Socialist Federal Republic of Yugoslavia (SFRY) from 1974 created the legal basis for transferring power from the federal to republic level, and even to the regional one. The elections at the federal level were not in accordance with the Universal Declaration of Human Rights, adopted at the session of the United Nations General Assembly in 1948. The constitutional amendments from 1988 gave the republics the complete authority over foreign policy. It was the last element necessary to create the ground for the republics to secede from SFRY.
