Inovando com Democracia, ainda uma utopia

This essay is an attempt to contribute to discussions within the sphere of the Technical Committee of the Programmer of Public Management and Citizenship about the significance of innovation in public management. The author focuses on the state-society and the capital-work relationships in a deliberately inverted form, that is, society-state and workcapital. According to the author, this inversion does not contribute substantially to the analysis of political, social and economic phenomenon, generated by them, but modifies the way to study these concepts, because it starts from the premise that the study should be viewed from the optic of society and from the optic of work, bringing to the foreground that which protagonists the process of these relations - citizenship.Este ensaio é uma tentativa de contribuir com as discussões no âmbito do Comitê Técnico do Programa Gestão Pública e Cidadania sobre o significado da inovação na gestão pública. O autor focaliza a relação estado-sociedade e capital-trabalho propositadamente de forma invertida, ou seja, sociedade-estado e trabalho-capital. Essa inversão, segundo o autor, não contribui substantivamente para a análise dos fenômenos políticos, sociais e econômicos por eles gerados, mas modifica a forma de estudar esses conceitos, já que parte da premissa de que o estudo deve partir da ótica da sociedade e da ótica do trabalho, trazendo a frente quem deve protagonizar o processo dessas relações - a cidadania
