An examination of the World Oral Health Report, adopted by the Global Oral Health Program of the World Health Organization, was executed out to determine if this document constitutes a theoretical-political tool to achieve the realization of the right to Oral health. The applied methodology was the analysis of discursive practices as production of the sense. The analysis found that the World Oral Health Report does not constitute a political-theoretical instrument for the satisfaction of the right to oral health because it does not incorporate the human rights approach.
