The clear aim of the general inspection of the Viceroyalty of Peru headed by Antonio de Areche and Jorge de Escobedo en 1777-1785 was to purify the administration of justice and finances by means of a policy of removing power from a supposedly corrupt creole elite and putting it in the hands of disinterested peninsular Spaniards.
