The article follows the assumption that holds that information technologies cannot define for themselves the social objectives that are pretended to achieve. Democratizing or innovating potential of technologies depends on the social and pedagogical models that contain its use. The digital gap is analyzed between countries and within them, as well as the dynamics of content production and the impact of new technologies on learning results.
