Lucile Speer Interview, March 10, 1981

Lucile Speer describes serving as a delegate during the 1971-1972 Montana Constitutional Convention. She recalls her works as a member of the Legislative Committee and which issues were debated, such as adding an environmental article, expanding the Bill of Rights, and dealing with water rights and water law. She also mentions the election of Leo Graybill as president and Dave Holland as chairman. Speer explains the process of how an issue was assigned to a committee and how it moved forward to debate.
