In this text reading and writing are considered as socio-cultural practices. Within this context, some aspects related to reading and writing are defined as necessary conditions for democratic life functioning and citizenship participation. Thus, some reflections are developed about school functions that in the language field involve an orientation beyond pedagogy and didactics, and addresses the political sphere.Further more, some explanations are given about the prevailing development of reading and writing as linguistic and psycholinguistic approaches rather than socio-cultural practices.The text concludes with the need for further developing the discussion about the characteristics of public policies on reading and writing, policies whi...
