Acerca del plan Colombia

The essay presents the case in defense of a concept that has little support inColombia: namely the continuing military support to this country within theframework of Plan Colombia. The analysis begins with a look at the basic elements of the armed conflict and presents a critique of the traditional arguments usually given in relation to the genesis and continuing developments in the conflict. The essay proposes a different interpretation with respect to the motives of the guerrilla movement and of their right wing opponents in the paramilitary groups. The idea that the military assistance provides an ‘opportunity for warfare’ is considered a very cynical way to look at the present situation. Rather the military assistance is seen within the framework of an alternative approach. The success (or failure) of the military assistance will determine in large degree the outcome of the present peace negotiations.Este ensayo discute y argumenta a favor de una tesis poco defendida en Colombia: la pertinencia de la ayuda militar de los Estados Unidos (y europea, sila hubiera) al gobierno colombiano. Lo hace a partir de un análisis de los elementos básicos del conflicto armado colombiano y de una crítica de los argumentos tradicionales en torno a su génesis y desarrollo. Propone, en especial, una interpretación de las acciones y perspectivas de la guerrilla y de los paramilitares que difiere, de manera decisiva, del grueso de las interpretaciones tradicionales. Demuestra que “darle una oportunidad a la guerra” no es un chiste cínico, sino una alternativa analítica y estratégica respetable, de cuyo éxito depende, en buena medida, el éxito de las negociaciones de paz
