Strategic Environmental Assessment (SEA) is a first tool to integrate environment in the process of formulating policies, plans and programs (PPP hereafter) and then verify the reality of it. The integration is to incorporate sensitivity, judgment, knowledge and environmental commitment to the PPP process from the beginning, so that the public decision is about as accurate as possible.
