This paper discusses the impact of the Western assistance for democracy in the Balkans (Eastern Europe), as civil society development programs. The analysis of the situation in the Balkans leads to the conclusion that the main consequence of this Western assistance has not been the export of democracy, but the increased capacity of the receptors (NGOs) to implement such programs
