Implementation of the provisions of article 19 of the UUPA, by government regulation enacted number 10 of 1961 on Land Registration, which was then replaced by Government Regulation number 24 of 1997 on Land Registration (hereinafter referred to as PP. 24/1997). Registration includes land surveying, mapping, registration of land rights, transfer rights to other parties, as well as the provision of a letter of proof of the right of which is a strong evidence. Giving evidence in the form of a certificate of rights preceded by registration of land, mainly devoted to the subject of rights in order for the subject to obtain certainty about the rights. The land registration of Indonesia conducted by National Land Agency. National Land Agency is a non-ministerial government institution in Indonesia, which has the task of carrying out the task of governance in the land sector in national, regional and sectoral dimensions. Result of this land registration get the rights of land who owned by the per-person or legal entity in accordance with the terms and conditions set forth in the UUPA. Article 2 of Presidential Decree Number 10 Year 2006 on National Land Agency states that the National Land Agency has the task of carrying out the task of governance in the land sector in national, regional and sectoral. Therefore, the BPN-RI in the future must be able to control the formulation of national policies in the areas of land, technical policies, plans and programs, implementation of land administration services in order to ensure legal certainty of land rights, land management, agrarian reform, governance and ownership land rights, including community empowerment
