PENGEMBANGAN MODEL KURIKULUM SAINS BERWAWASAN IPTEKS-KELAUTAN PADA PENDIDIKAN DASAR

The largest part of Indonesian territory is the sea, which has a great potential of biological and non biological resources that could increase the nation's economic strength. For the best management and utilization the community are needed to aware of the natural phenomena of the ocean, and a significant part of the human resources should possess an integrity in the fields of marine science and technology. In order to meet those needs a special educational efforts are required to introduce a more marine oriented curriculum. The curriculum has a central position which describes the general purpose, the main goals and specific objectives of an educational activity. The curriculum as an action design, has to be developed through a process of issues searching accross the whole stakeholders, including the education and marine experts. This study was aimed to examine the concepts of Marine Science, Technology and Arts to be offered in the primary school. The selected consepts has to be considered through its acceptability, substantive supports, and other influenting factors, leading to prioritizing of workable concepts variables. As a technical approach for decision making, descriptive, quantitative and interpretative analysis were applied accordingly, through four stages of research: (1) The oceanic concepts of Indonesian children among inland community from 8 yo 12 years old (case study)., (2) The profile of oceanic world through the eyes of Indonesia elementary students??? perspective (case study: 4th,5th, and 6th graders)., (3) Unity, and diversity of marine science, Technology and Arts for primary education (a revieuw on marine essential concepts for ocean literacy), (4) Scale of priority of Science, Technology and Arts concepts for marine science learning program in the primary school. In general this research reveals that the development science curriculum based on marine science, technology and arts marine for 4th, 5th and 6th graders needs to be implemented immediately. Political will alignments need to be built by the government includes a significant allocation of funding, and proper time allocation for marine learning process
