Public housing companies that are linked to local governments built entirely new streets and even neighbourhoods, and at the same time the houses in those streets. They operate on the scale of the city, and at the same time on the scale of the house. Comparing their guidelines for the design of the street with their guidelines for the design of a house, lets us verify if these commissioners, that set an example, do consider the city as a large house and the house as a small city.
