Impacts of rural microcredit (PRONAF Group B) on the income of family farmers in Coronel Ezequiel-RN.

As políticas públicas destinadas ao setor rural vêm crescendo a cada ano, tanto para o agronegócio quanto para a agricultura familiar. Sendo o programa mais importante da modernização do setor rural que se refere ao desenvolvimento rural, deste os anos de 1970, é o Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF). E o microcrédito rural (Pronaf Grupo B), criado no âmbito do PRONAF para combater a pobreza rural, é estratégico para os agricultores familiares pobres, pois valoriza o potencial produtivo deste público e permite estruturar e diversificar a unidade produtiva, financiando recursos de pequenos valores, para investimentos em atividades agrícolas e não agrícolas no meio rural. Esta pesquisa tem como objetivo principal avaliar a utilização e os impactos do Microcrédito Rural (Pronaf Grupo B) nas rendas dos agricultores familiares do Município de Coronel Ezequiel-RN que foram beneficiados com a política pública do Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF) implementada pelo Ministério do Desenvolvimento Agrário (MDA), juntamente com as instituições de assistência técnica e extensão rural. Quanto à metodologia utilizada, foi realizada uma pesquisa de caráter exploratório, descritivo, qualitativo e quantitativo, constituída de uma revisão bibliográfica sobre o tema em questão e de uma pesquisa de campo. Os dados empíricos da pesquisa foram obtidos através da aplicação de questionários com os beneficiários do microcrédito rural (Pronaf Grupo B) com os seguintes dados: nome do produtor, área da propriedade e condição de posse; descrição econômica das famílias e as atividades agropecuárias exploradas; finalidades do microcrédito rural e seus impactos e; as limitações do PRONAF B. E partir de uma listagem prévia fornecida pelo Banco do Nordeste do Brasil foi sorteado 30 agricultores Pronafianos “B” que haviam firmado contratos entre os anos de 2004 a 2007. Através da aplicação dos questionários junto aos agricultores do PRONAF B foram identificadas as atividades financiadas, o incremento nas atividades decorrentes e foi avaliado o impacto nas rendas das famílias beneficiárias da política pública do microcrédito rural. Concluiu-se que os agricultores familiares precisam planejar melhor as atividades antes de adquirir o microcrédito rural, desta forma poderão quitar o financiamento na agência financeira sem prejudicar sua qualidade de vida.The public politics destined to the rural section they are growing every year, so much for the agribusiness as for the family agriculture. This research has as main objective to evaluate the use and the impacts of Microcrédito Rural (Pronaf Grupo B) in the Income of the Family Farmers of the Municipal district of Coronel Ezequiel-RN that were benefitted with the public politics of the Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF) implemented by the Ministério do Desenvolvimento Agrário (MDA), together with the institutions of technical attendance and rural extension. With relationship to the used methodology, a research of character exploratory, descriptive, qualitative and quantitative was accomplished, constituted of a bibliographical revision on the theme in subject and of a field research. The data empiric of the research were obtained through the application of questionnaires with the beneficiaries of the microcrédito rural (Pronaf Grupo B) with the following data: name of the producer, area of the property and ownership condition; economical description of the families and the explored agricultural activities; purposes of the microcrédito rural and your impacts and; PRONAF B's limitations and to leave of a previous listing supplied by the Banco do Nordeste do Brasil it was raffled 30 farmers Pronafianos " B " that had firm contracts among the years from 2004 to 2007 was.
