This paper presents an optimal model to satisfy electricity needs of North-east Sri Lanka (NE-SL). With the absence of indigenous fossil fuel and large-scale hydrologic resources, NE-SL depends on the import of fossil fuel for electricity generation, causing economic and environmental hardships.
