ANÁLISIS COMPETITIVO DE SISTEMAS DE PRODUCCIÓN DE NARANJA (Citrus sinensis) EN NUEVO LEÓN, MÉXICO

With the objective of identifying opportunities for commercial competitiveness in the citrus sector of Nuevo León, México, the competitiveness and comparative advantages of orange (Citrus sinensis) production systems was evaluated, with an emphasis on the irrigation system. The methodology of Policy Analysis Matrix (PAM) was used, which includes a calculation of income, costs and profitability at private and economic prices, as well as the quantification of transfers provoked by government intervention and the existence of market imperfections. The PAM was built for production systems with flood, pump, spray, micro-spray and drip irrigation using information from the 2011 agricultural cycle, recording as results that private profitability in the systems was between $197 and $8,413 MX pesos ha-1, which suggests that all the technologies are competitive, although only micro-spray and drip irrigation had a positive economic profitability of $10,271 and $16,586 MX pesos ha-1 under conditions of economic efficiency, indicating comparative advantages between them. The effects of the sectorial and macroeconomic policy, and the existence of phytosanitary barriers do not generate protection or incentives for any technology, concluding that the citrus fruit production activity in Nuevo León is sustainable, although flood, pump and spray irrigation are inefficient with negative social profitability.Con el objetivo de identificar oportunidades de competitividad comercial en el sector citrícola de Nuevo León, México, se evaluó la competitividad y ventajas comparativas de sistemas de producción de naranja (Citrus sinensis), con énfasis en el método de riego. Se usó la metodología Matriz de Análisis de Política (MAP), que incluye cálculo de ingresos, costos y rentabilidades a precios privados y económicos, así como, la cuantificación de transferencias provocadas por intervención gubernamental y existencia de imperfecciones de mercado. La MAP se construyó para los sistemas de producción con riego rodado, bombeo, aspersión, micro-aspersión y goteo usando información del ciclo agrícola 2011, registrando como resultados, que la rentabilidad privada en los sistemas fue de entre $197 y $8,413 pesos ha-1, sugiriendo que todas las tecnologías son competitivas, sin embargo, bajo condiciones de eficiencia económica, sólo la micro-aspersión y goteo, tuvieron rentabilidad económica positiva de $10,271 y $16,586 pesos ha-1, indicando ventajas comparativas entre éstas. El efecto de la política sectorial y macroeconómica, así como, la existencia de barreras fitosanitarias, no generan protección ni incentivos para ninguna tecnología, concluyendo que la actividad citrícola de Nuevo León es sostenible, resaltando que el riego rodado, bombeo y aspersión son ineficientes con rentabilidad social negativa
