Understanding the nature of TCP behavior is critical in order to properly engineer, operate, and evaluate the performance of the Internet, as well as to properly design and implement future networks. In this paper, we first develop a better and tractable model for the congestion window growth pattern in the slow-start phase. Using this new slow-start phase model, we construct an accurate model for the short-lived TCP flows and then an extended and more accurate TCP steady-state model. We validate our models with simulations and compare them against existing models.
