We analyze a nite element method for band structure calculations in dielectric photonic crystals. The method is based on a modication of Ned#l#c edge elements. We prove convergence of approximated eigensolutions to those of the continuous problem under general assumptions on the mesh. The main result requires minimal regularity hypotheses on the coeOEcients
