The flow control schemes proposed for the rate based flow control [3, 4, 5, 6, 7], mainly operate on the idea of detecting congestion and responding to it by adjusting the ABR source rates. However, the cell loss probabilities occurring under these flow control schemes tend to be high because of the reaction time of the ABR sources to the bandwidth usage changes
