North Pacific Fishery Management Council

This draft Environmental Assessment/Regulatory Impact Review (EA/RIR) examines the environmental and economic effects of an FMP amendment to restructure the North Pacific Groundfish Observer Program (Observer Program). The proposed action is intended to address a variety of longstanding issues associated with the existing system of observer procurement and deployment.
