A weighted voting is a voting such that votes are tallied in proportion to voters ’ own weights. An example is a voting in a stockholders ’ meeting. In some weighted voting systems, it is desired that the weights of voters are kept secret, for voters ’ privacy. The previously proposed weighted voting protocol with secret weights requires a lot of time of tallying, due to shuffling encrypted votes. This paper proposes a more efficient weighted voting protocol with secret weights, where shuffling is excluded. 1
