This paper presents the expected security-cost optimal power flow (ESCOPF) model. The ESCOPF problem is the standard optimal power flow (OPF) problem, but includes costs of system operating within the operational limits at post-contingency states as the total cost to minimize. Moreover, the ESCOPF model is developed from the OPF model that takes into account the postcontingency rescheduling of generators and the ability to interrupt customer loads if necessary. The proposed ESCOPF problem can be solved using a decomposition method. The numerical results of the proposed model will be used to study the values of spinning reserves and interruptible loads in power systems considering system security.
