: This paper studies the behaviour of rate-based traffic control mechanisms for ATM networks, and evolves algorithms useful for call admission control decisions. The analytical model demonstrates a new approach to adapt the cell transfer delay parameter positively with increases in the traffic utilisation factor. Further work with simulation models have demonstrated that, in cases of traffic control schemes employing leaky bucket and feedback-based rate control, increases in the average interarrival period, results in an unexpected increase of delay and delay variance.
