MAKNA CALON LEGISLATIF PEREMPUAN BAGI PARTAI KEADILAN SEJAHTERA KOTA SURABAYA

Symbolic interaction in social life was always grown hand in hand, beared in mind the position of human who lived among the objects of life that needed to be interpreted. The process of interpretation ran during interaction with another human being and the social sphere in where they lived and shared experience. The interpretation on a matter both in terms of mind until the action was the result of self conception of what had been experienced and ran in a long period of time, could be positive and negative if it created a gender gap that tipped to labeling which divided the role and function of the woman and man with different proportion, especially when woman joined into politics. Woman’s legislative candidacy to plunged in the political sphere and promoted by political party also raised the question, whether political party was really awared of the existance of woman that should be positioned and juxtaposed in the bureaucratic system was important or just followed the rule of KPU (General Election Commission) in filled the 30% quota of woman in the legislative election as one of the requirements for the escape of a political party as a public representative. Keadilan Sejahtera Party (PKS) in Surabaya as islamic party that had long been involved in a democratic party, had its own view of the urgency of woman. PKS was stand at two diametric points that fought for their islamic ideology but also oriented to get the win in the election, that was certainly affected of the party’s policy on woman readalibity in politics. The purpose of this research was to know the form of the interpretation of woman legislative candidat for Keadilan Sejahtera Party in Surabaya. This research used constructivism social definition paradigm. Approximation method with qualitative and descriptive type. Data collection taken by interview, observation, and documentation. Data analysis used Miles, Habermas, and Saldana Theory with Trianggulation data source as validity test. Based on the result and analysis data, Keadilan Sejahtera Party (PKS) was “Unpassionately Support” to interprate of woman legislative candidate in all factors that were access, partisipation, control, and benefit. PKS had tried to implementation of GAD (Gender and Development) for their policy or party programs, although was not fully optimal yet. PKS was not cadre party, they were almost picked up all of the woman legislative candidate from socio-political engineering in external party. The recruitment system in this party settled used on bargaining position of woman. The effort to introduce the woman legislative candidate was not full support and that was impact for the result of the election, also PKS ideology to interprate of woman was refer to islamic fundamental and practical political need
