Regional development needs to pay attention to the potential of the region, which is done by examining the GRDP to see the potential superior and not superior, competitive and not competitive in optimizing the results of development in order to obtain a high level of welfare. Malang Regency processing service sector. Klassen Typology Batu City has 2 classifications. Malang City has three classifications. Malang Regency has three classifications. Sector that is less superior and competitive, the government needs to prioritize development programs and allocate its budget to leading sectors
