PERAN PANWASLU DALAM MENANGANI BLACK CAMPAIGN PADA PROSES PILKADA KOTA MALANG TAHUN 2018

The purpose of this study is to describe the role of Panwaslu in handling the Black Campaign in the Malang City Election 2018 process and to describe the inhibiting factors of Pawaslu's role in handling the Black Campaign in the 2018 Malang City Election process. The type of research used in this study is qualitative research with a case study approach . This research will be conducted at the Panwaslu Office (Panitia Pengawasan Pemilihan Umum) located at Jl. Teluk Cendrawasih No.206, Arjosari, Blimbing, Malang City, East Java. The informants in this study were the Chairperson of the Election Supervisory Committee and Members of the HR and Panwaslu Organizations. This study uses qualitative analysis techniques that describe the procedures, methods and techniques of data processing and analysis which then obtained a clear and systematic description of the facts, traits and symptoms caused in the implementation of a regional election and the handling of Panwaslu in black actions. campaign against every potential partner in Malang City with conditions in the field. The results showed that the role of prevention carried out by Panwaslu in Malang City in 2018 could be said to be good even though there were still some violations occurring in the field such as violations in the form of cases that were terminated and forwarded to KASN, registered. Several inhibiting factors for the role of Panwaslu in handling and supervising black campaign actions in the 2018 Election process can be categorized into several aspects including budget limitations, Provision of ASN power by very difficult and highly unprofessional local governments, building facilities and other infrastructure as well as conflicts regulation between PKPU and Perbawaslu especially in the aspect of providing data on supervision needs and differences in interpretation of regulations
