Given the continued HIV infection levels and limited funds for halting the epidemic, it is more important than ever for prevention efforts to achieve maximum impact with the resources available. This means that programs need to target the key populations most at risk of contracting HIV--female sex workers and their clients, people who inject drugs, and men who have sex with men
