Births occurring at home in England and Wales declined from 85 per cent of all births in 1927 to 1.2 per cent in 1980. During this period successive committees recommended further reductions and eventually the phasing out of home births on the grounds that hospital deliveries were safer. Perinatal and infant mortality rates for place of delivery have only been available for England and Wales since 1975. These data showed that the perinatal mortality rate for home births was rising and from 1977 onwards had risen to a level above that for hospital births.
