Livy’s Book XXI describes events, which happen to have a particular significance within a cyclical conception of history. Because of this war, which Rome, in the long run, is going to win, Romulus’ city will engage itself into the imperatores era in such a way as to follow Carthage’s steps. But before being successful, Rome endures paradoxical defeats. For the historian, this is due to a new flaring-up of discordia within the city, an historical accident, which will let place in time, after Cannes, to perfect national unity (concordia).Mineo Bernard.
