The criteria for assigning school and district report card ratings were established based on data from the 1999-2000 school year. The purpose of this report is to propose alternative models for calculating school district absolute report card ratings, to show the results from re-centering the measures used for calculating the ratings based on 2009 performance data, and to simulate the impact of the various proposed models and re-centered measures on the proportions of school districts at each report card absolute rating level
