1. When a written complaint is received by the Commissioner or Department staff member alleging or questioning the grain sampling and/or inspection services being conducted by a business in South Carolina, the policy of this agency is to conduct an inspection in a timely manner to refute or affirm the alleged complaint. All such inspections shall be carried out by the Director of the Grain Inspection and Grading program, or other Department representative as the Commissioner may designate. 2.
