Spreading negative news and fake news on social media makes the government to think of other ways to overcome the spread of fake news, especially fake news that is widely spread on social media. Ratification of ITE Law No. 19 of 2016 concerning Information and Electronic Transactions, followed by the issuance of Ministerial Regulation No. 12 of 2016 concerning Telecommunications Services Customer Registration, is a form of government continued efforts to tackle the circulation of sites with negative content and the spread of false news on the internet, especially on social media. This research uses the concept of Nakamura in measuring the effectiveness of policies, while the indicators are the achievement of goals or results, efficiency, responsiveness, and maintenance systems. The method used in this research is descriptive qualitative method. The sampling technique used to obtain data in this study is using purposive sampling. Data collection techniques used were interviews, observation, and documentation. The data analysis method in this study uses the Creswell method with data analysis through the stages of organizing data, reading and making memos, describing data, and presenting and visualizing data. The government has tried to tackle the spread of false news (hoax) circulating on social media by passing Law ITE No. 19 of 2016. Based on its authority, the government also finally issued a Ministerial Regulation No. 12 of 2016 concerning prepaid card registration. This is done by the government considering that almost all internet and social media users use cellular phones with prepaid card services for internet connections. This regulation requires all people who use prepaid cards to register their prepaid cards using their KTP and KK numbers. The application of prepaid card registration policies has proven to be efficient, especially in terms of time, because in addition to registration, prepaid cards are easy to do. This is because in its application, it involves competent human resources in which the Ministry of Communication and Information works with prepaid card providers as a provider of customer numbers and Dukcapil as a store of civilian data such as KTP and KK numbers. The implementation of this regulation received positive responses from the public and internet users. For the maintenance of the system, the government is updating the program following the technological developments and the situation
