An analysis of the key issues facing Portland\u27s Arts District, along with goals and long- and short-term plans. While the Congress Street Corridor has experienced economic stress and decline, it is also home to many working artists and cultural institutions, which present an opportunity for revitalization of the area. The 209-page report was prepared by Herbert Sprouse Consulting for the Portland Arts and Cultural Steering Committee.
