Biddeford mayor James M. Grattelo summoned TV and newspaper reporters to announce the arrest of Elwin Al Martin, 62, on charges of operating a prostitution ring out of his downtown frame shop. This was part of Grattelo\u27s effort to publicize Biddeford\u27s push to revitalize its downtown, which has lost jobs and retail customers since the decline of the mills that used to employ many of the town\u27s residents
