Navy officials this week decided they couldn\u27t get the government clearance necessary to moor the nuclear-powered submarine in Portland Harbor. Kittery, site of the Portsmouth Naval Shipyard, already has the needed clearance and is expected to be Gov. McKernan\u27s choice for the site of next summer\u27s commissioning
