Kennebec County Superior Court justice Bruce Chandler said a 28-page motion filed by the state Mental Health Department asking him to reconsider elements of his ruling on issues in the Augusta Mental Health Institute consent decree imply that the court overlooked 90 percent of the problems. Chandler refused to amend his order about allocating other mental health funds to implement the consent decree. The state is considering an appeal to the Maine Supreme Judicial Court. Details
