Loring Air Force Base in Limestone will be transferred to civilian authorities today. The 11,000-acre base has been effectively closed for months, with just a skeleton crew of 75 military personnel remaining. Efforts to redevelop the base have been bolstered by commitments for a federal Defense Finance Accounting Service office that will create as many as 650 jobs and a federal Job Corps center that will create 350 jobs.
