Portland City Councilor Charles W. Harlow, the chairman of the council\u27s Public Safety Committee, yesterday said the committee will not be rushed into making a decision on Scarborough Downs owner Joseph Ricci\u27s proposal to operate an off-track betting parlor in the city. Ricci wants to put a parlor into J. R. Flanagan\u27s, a downtown restaurant, and needs the support of the city council before he can seek approval from the state Harness Racing Commission.
