The Windham Town Council yesterday endorsed a plan to create a Tax Increment Financing district around new commercial development in North Windham, and will put the proposal on the November ballot for residents\u27 approval. Under the plan, 80 percent of the property taxes raised in the TIF district would go into a special fund and 20 percent would go into the town\u27s general fund. The TIF requires state approval.
