Third in a six-part series on the fishing industry entitled Empty Nets, Sinking Hopes. Scientists had been advising the New England Fishery Management Council for more than a decade that stocks of haddock, cod, flounder and other fish were in decline and fishing pressure had to be reduced. Rather than looking at the needs of the fish, however, the council chose to focus on the short-term economic needs of fishermen. Richard Roe, director of the Northeast region of the National Marine Fisheries Service from 1987 to 1994, said fishing in New England has amounted to an unregulated slaughter.
