Portland police are concerned about gang members in the city, who are walking around with pit bull terriers on thick chain leashes. William Marquis, 19, a member of the FSU Posse, on Monday was issued a civil summons for having an unlicensed dog. Marquis\u27 pit bull got in a fight with a sheepdog owned by an Exchange Street shop owner, and according to witnesses he did little to pull his dog away. Marquis was involved in the December 1992 beating of a homosexual man on Forest Avenue, and signed an agreement after that incident to refrain from discriminatory behavior. Details
