The rubble-filled lot at Congress Street and Washington Avenue, the site of the December 1992 fire that killed four people and destroyed the four-story building that stood there, was acquired by the city of Portland for unpaid taxes. After seeking proposals for the property, the city heard from the non-profit East End Children\u27s Workshop, which would like to build a three-story building on the site. David M. Kingsley, a real estate broker, has proposed building a park, which would be deeded to the city, and a sandwich shop. City officials will review the two proposals and make a recommendation to the city council\u27s Community Development Committee by the end of September. Details
