The rubble-filled lot at Congress Street and Washington Avenue, the site of the December 1992 fire that killed four people and destroyed the four-story building that stood there, was acquired by the city of Portland for unpaid taxes. After seeking proposals for the property, the city heard from the non-profit East End Children\u27s Workshop, which would like to build a three-story building on the site. David M.
