Superior Court justice Arthur G. Brennan yesterday threw out a suit challenging the right of Susan Collins, the Republican gubernatorial nominee, to appear on the ballot. In making his decision, Brennan said that Collins clearly meets the 5-year residency requirement. Mark S. Finks, a conservation Republican activities who had challenged Collins\u27 eligibility, said he will appeal Brennan\u27s decision to the Maine Supreme Judicial Court
