Maine Secretary of State G. William Diamond yesterday approved the wording of a proposed referendum that would let the voters decide on the state\u27s automobile emissions testing program. Roger Compagna of Saco organized Citizens for Sensible Emission Laws six weeks, and has already attracted volunteers from throughout the state. The group has until late January to collect 53,000 signatures if it wants the referendum on the November 1995 ballot. Details, related article
