Maine Department of Corrections Commissioner Donald Allen yesterday approved a phased-in opening plan for the new $27.8 million, 350-bed Cumberland County Jail. One of the reasons for the delay in opening the new facility has been a dispute between adminstrators and guards over training. The guards contend they don\u27t have enough information on how the jail operates or how to do their jobs. Allen said he believes most of the guards have received adequate training, and that his department would provide training to those needing it. Details
