Maine Department of Corrections Commissioner Donald Allen yesterday approved a phased-in opening plan for the new $27.8 million, 350-bed Cumberland County Jail. One of the reasons for the delay in opening the new facility has been a dispute between adminstrators and guards over training. The guards contend they don\u27t have enough information on how the jail operates or how to do their jobs.
