Superior Court justice Carl O. Bradford yesterday ordered that the penalties imposed against Joseph Ricci for his April outburst over the public address system at Scarborough Downs be delayed until he holds hearings on Ricci\u27s challenge to the sanctions. The Maine Harness Racing Commission fined Ricci, ordered him away from the racetrack and its public address system and ordered him to undergo a substance abuse evaluation. Bradford indicated he hopes to schedule a hearing by mid-September. Details
