Pine Tree Legal Assistance Inc. this month filed suit in U.S. District Court against state Department of Human Services Commissioner Jane Sheehan, alleging that enforcement notices sent out by the department are incomprehensible to many recipients. The suit, filed on behalf of the Maine Association of Independent Neighborhoods and two men from Fairfield and Fort Fairfield, says the notices sent to parents in arrears on child-support obligations were at the 15th- and 16th-grade levels when they are required to be readable at a sixth-grade level.
