The federal Clean Air Act of 1990 targeted ground-level ozone on the East Coast by setting air standards for a twelve-state region from Virginia to Maine called the Ozone Transport Region. Maine went beyond the minimum requirements when it developed its auto emissions testing program because it was seen as a more cost-effective means of achieving a reduction in the amount of hydrocarbons released into the atmosphere. Reducing emissions from industry is estimated at costing $5,000 per ton of pollution, versus $500 per ton for automobile emissions. Details
