The Maine Public Utilities Commission this week approved a surcharge of two cents per telephone line per month, which will fund the new state Emergency Services Communication Bureau within the Maine Department of Public Safety. The bureau will be in charge of a statewide 911 emergency hotline scheduled to be operating by 1997. The surcharge is expected to increase to as much as 45 cents per line per month once the system is running. Details
