Maine Assistant Attorney General Cabbane Howard yesterday said that only a court can decide whether Republican gubernatorial candidate Susan Collins meets the requirement of the Maine Constitution that says a governor at the beginning of their term must have been a resident of the state for five years. Some conservative Republicans who are reluctant to endorse Collins have raised the issue of her residency. Collins left Maine in 1992 to work in Massachusetts, but maintained a home in Standish before moving back to the state last fall to run for governor. Details
